Cuomo talks upstate economy in State of State

ALBANY — Gov. Andrew Cuomo made the revitalization of the upstate New York economy a focus of his annual State of the State speech in Albany Wednesday afternoon. Cuomo also talked up increasing the minimum wage, new gender equality measures, tougher gun control laws, relief for Superstorm Sandy victims and education proposals.

“Restore New York as the progressive capital once again,” said Cuomo to a room full of politicians.
