One sex offender to go

Eugene S. Cobbins, one of two level 3 sex offenders being sought by the Hudson Police Department for allegedly failing to register as required by law was picked up in the village of Catskill Friday.

“We got a couple of tips,” said HPD Lt. Richard Paolino, “from the media blast we did.”

With this information HPD contacted the Catskill Police who made the arrest.

“They turned him over to us,” said Paolino.


Cobbins was arrested without incident and arraigned in Hudson City Court.

He was remanded to the Columbia County Jail in lieu of $7,500 cash or  $15,000 bail bond.

Cobbins, 29, of Hudson was convicted of third-degree rape in 2006 and is listed as a level 3 sex offender, according to HPD.

He is required by the state to register with the nearest police agency to where he lives.

The NYS Department of Criminal Justice Services sends out an address verification letter to sex offenders required to register their current addresses, which must be signed and sent back. If not the local police agency is notified.

According to police Cobbins did not give an explanation for failing to register.


A second man, Benjamin McKinney, 45, of Hudson is still being sought by HPD for also failing to register.

McKinney was convicted of first-degree sodomy in 1983 and is also considered a level 3 offender said police.

Level 3 is the highest level given to sex offenders and, according to the NYS Department of Criminal Justice Services, means that the court has determined that there is a high risk to commit another sex crime.

Failure to register or verify is a Class E felony, changed by a 2007 act from a misdemeanor.

McKinney is described by HPD as an African-American male, who is  5 feet 10 inches tall and weighs 200 pounds.

His last known address is 331 State St. in Hudson and is known to frequent Albany.
