Committees reviewing costs for renovations, construction

HUDSON — At a county building and facilities meeting on Monday, Chairman Roy Brown announced that an “Opinion of Cost” solicitation is being prepared for the renovation of the former Ockawamick School building. Another opinion of cost solicitation is being prepared for the construction of a new, 40,000-square-foot office building and parking garage at the intersection of Columbia Street and Fourth Street in the city of Hudson.

The opinion of cost will be done by a consulting firm, to be decided after interviews with four firms scheduled for July 2. The analysis will be based on existing drawings of the garage and office building. “I’m envisioning that this is about a 40-hour work product that they’ll be generating,” said David Robinson Columbia county commissioner of Public Works.

The county purchased the 77,000 square foot Ockawamick School building on Route 21C in Claverack in October 2008 for $1.4 million.

Brown reported that he and Kinderhook Town Supervisor Doug McGivney met with Hudson Mayor Richard Scalera about a potential purchase of the One City Center property. “The mayor had intervened and asked us to come back to the table and sit down with them,” he said. According to Brown, the city wants a proposal in five to seven days. “I don’t think there’s enough time to consider One City Center within five to seven days,” said Brown.


The committee approved a motion to send a letter back to Pyramid Real Estate, who is collecting bids on the building. Leases still exist on the 64,000-square-foot building, which currently holds the First Niagra Bank and other offices. Eighteen thousand square feet of the building is currently leased. “The rest of the building space is subject to the tenants,” said Brown.

The price on the building has fallen since the recession from close to $5 million to about $2 million.

“One City Center has been on the market for months. And it’s still on the market,” said Board of Supervisors Chairman Art Baer in a phone call after the meeting, which he was not present for. “When we were interested in that building, we did not own the Ockawamick School. At this point, we have no need for additional space.”

Scalera said the city will look into a possible purchase. “We are looking at it,” he said. Scalera has accountants analyzing long-term leases at One City Center. “We’re going to take a serious look, but there’s so many other things we should prioritize,” he said. The city will make a decision to submit or not to submit a proposal by the deadline of June 30.

Renovations of 325 Columbia Street were discussed at the meeting; all employees, except for three, have been moved from the second floor Mental Health Local Government Unit to the third floor. After Mental Health is moved completely, the second floor will be renovated to accommodate the District Attorney, whose move date is July 17.

Construction to replace the fire alarm system in the Public Safety Building was discussed. Several omissions were found dating back to the original construction of the building, including air conditioning ducts left unconnected and fire walls that end above the ceiling and do not extend to the roof as required. A meeting with the general contractor of the project was scheduled for Tuesday to set up a schedule for completing the work.
